The programme promotes strong interconnectivity with members and like-minded networks. A critical role of Shelter Forum is the promotion of collective action on shelter issues. When it was established, Shelter Forum was mandated to facilitate information sharing and exchange of experiences and technologies on appropriate shelter solutions at the local, national and international levels. To do this, Shelter Forum has over time appreciated the role of other sectors (private & public) in realizing descent shelter for all. |

It has thus chosen to streamline its strategies of establishing quality linkages with the said sectors and also with other players in the CSOs. The mandate of this programme is thus to link Shelter Forum with the private, public and Civil Society Organizations. It promotes strong interconnectivity with members and like-minded networks both locally, nationally and internationally.
The programme is founded on the principle of mobilizing the stakeholders into partnerships to facilitate accessing resources in form of technical know-how, skills, material, financial and linkages to the community groups affiliated to the Shelter Forum. This programme offers a collaborative platform for all involved stakeholders and collective synergies that make it possible to achieve collective goals that individual sectors would otherwise not achieve alone. |

Specific programmatic areas of focus:
- Membership recruitment and retention into the Shelter Forum
- Establishing linkages with other sectors for purposes of harmonizing action on community development
- Capacity building of stakeholders through skills transfer (where applicable), information dissemination, exchange visits and provision of support to focal points and grass roots organizations in order to sharpen their competencies
- Making small grants to member groups for project implementation at the community level
- Resource mobilization from partners for projects implementation through the member groups
- Networking on issues of shelter
For the last few years, the programme has realized a number of milestones. These include but not limited to;
- Streamlining membership into the Shelter Forum
- Set criteria for partnership into Shelter Forum project implementation
- Provided skills in programming, project planning and implementation, leadership and governance for community groups among others.
- Made a number of small grants to community groups affiliated to Shelter Forum
- Increased the membership base for Shelter Forum
- Established new partnerships between Shelter Forum and other sectors
- Consolidated a data base for new and old Members/Partners of Shelter Forum
